Bromley | 37 hours a week, 40 weeks per year (Term Time Only)| Monday to Friday | £33,556 - £36,289 (Pro Rata) | Start September 2018

This HR Team is looking is looking for an HR Consultant to join their busy Consultancy Team. The successful candidate will be highly organised and used to working to deadlines. You will be the first point of contact for Head Teachers , School Business Managers and admin staff  so it is important that you are customer focussed and have good interpersonal skills.

You will need to have a positive manner with the ability to work to a high standard under pressure and to tight deadlines. The successful candidate will have excellent IT skills. Previous experience of working in an HR environment in Education would be beneficial, however this is not essential as full training will be provided.

You will be based in the North Block Offices in Bromley Civic Centre, however you will be expected to meet Clients at Schools across Bromley and Croydon therefore the ability to drive and  is desirable but not essential.

Duties:
  • Act as HR Consultant to designated clients providing an effective, efficient and proactive consultancy service which:
    a) Supports the achievement of Liberata’s HR Strategy and the business aims and objectives of our clients;
    b) promotes best practice and enables clients to meet their legal employment responsibilities; and
    c) represents the Client’s interests in employment decisions taken by partners where it is appropriate to do so.
  • Undertake project work as required.
  • Provide advice, guidance and support to Clients (including written reports) on general employment matters and in the progression of specific casework (e.g. conduct, capability, grievance , absence management, redundancy and workforce reorganisation), to deliver a consultancy service which meets defined standards and business needs. Refer up matters of corporate policy, or issues outside the postholder's.
  • knowledge/capability to the HR Consultancy Manager.
  • Ensure that Liberata's equal opportunities policies are applied in the way that HR consultancy services are delivered, and promote good practice to Clients in equality and diversity issues within the workplace generally.
  • Attend meetings, hearings and appeal hearings to give advice on HR issues and represent the Client's interests, and undertake follow-up action as required. This will also include involvement with Employment Tribunals where appropriate.
  • Maintain and apply an in-depth knowledge of the current terms and conditions of service and employment issues appropriate to the postholder's client base, and keep up-to-date with developments in employment law generally. Contribute to the updating of the Client's HR Handbooks, and assist the HR Consultancy Services Manager in meeting the learning and development needs of Client’s to maintain delivery of relevant and updated HR services.
  • Work in, partnership with colleagues in the HR Business Services to ensure staff appointments, terminations and contractual variations are progressed accurately and efficiently including those arising from national and local collective agreements.
  • To deal with employment queries in relation to employment matters relevant to the postholder's area of work. Support the staff of HR Business Services in dealing with more complex conditions of service issues.
  • Design and deliver HR related training/briefing sessions which inform and enable effective people management to meet business needs having due regard to the law and best employment practice.
  • Undertake research and project work as required to contribute to the development, implementation and review of employment policies, procedures and practice.
  • Work in partnership with the Client's Occupational Health service provider to ensure support for the effective management of staff absence, capability and ill-health issues.
  • In conjunction with colleagues in HR Business Services, to provide advice and guidance to clients on best practice in relation to recruitment and selection processes to maximise clients' ability to recruit the best person for each job vacancy.
  • Participate in negotiations and consultation with the trade unions, staff side secretary and departmental representatives on staffing matters arising from individual casework, organisational reviews, changes in work practice, job reviews, transfers etc.
  • Process and advise on early retirements and associated funding implications for Governing Bodies. Ensure the provision of relevant and accurate information to enable decisions to be made on the substantial merits of individual cases.
  • Process and advise on staff and workforce grading issues in accordance with established procedures and the client's adopted job evaluation processes.
  • Advise, support and enable managers to deal with the management of their employees.
  • Process and advise on payments to staff presented under the various schemes operated by the clients including honoraria, ex-gratia, personal injury etc.
  • To provide HR support to relevant Consultative Committees and joint staff representative/management groups as required including agenda preparation and despatch, minutes, ad hoc research, correspondence and follow-up action etc.
  • Assist in the provision of regular and ad hoc management information for performance management purposes, and support clients in the interpretation and analysis of that information and any follow-up action to support service improvements.
  • To contribute as required to the development of a portfolio of "sold services" and assist in the generation of income for the HR Team.
  • Identify and pursue opportunities for continuous improvement as they arise, including the extended use of Resource Link and IT systems, to support and improve the delivery of HR services.
  • Undertake any other duties commensurate with the level of the post, as required to ensure the efficient and effective running of the Department/ Section.
Skills & Abilities:
  • Ability to communicate effectively orally and in writing in a style appropriate to the intended audience, including the ability to produce and present clear concise written reports and guidance notes.
  • Sound interpersonal skills providing for effective working relationships with all levels of staff, representatives, managers, head teachers, including effective partnerships with other agencies and service providers.
  • Effective influencing and persuading skills sufficient to persuade others to a different course of action.
  • Proven ability to undertake a demanding workload, to be innovative, and to work on own initiative across a number of diverse projects to meet deadlines and achieve effective outcomes.
  • Proven problem solving ability with the ability to propose a range of practical solutions to progress and resolve casework.
  • Proven customer awareness with the ability to provide a responsive and proactive HR consultancy service within a culture of continuous improvement.
  • Proven ability to interpret and apply employment legislation in the workplace.
  • Ability to work on own initiative as well as part of a team.
  • The ability to quickly acquire and apply knowledge and understanding of local government terms and conditions of service.
Knowledge:
  • A working knowledge of current employment law and good employment practice, and their application in the workplace.
  • An appreciation of the contribution that performance management processes can make to service improvement.
  • An understanding of equalities issues in relation to employment and service delivery Commercial awareness.
